A hard limiter will hold RPM very consistently and will give you an aggressive, choppy limiter. A \"soft\" limiter cuts fuel less aggressively and gives you a smoother limiter at the designated RPM, but may creep a few hundred RPM higher than the actual RPM limit set due to the additional fuel. That creep is dependent on vehicle load.
